VS 2019 Preview 的下载链接请参阅：/zh-cn/visualstudio/releases/2019/release-notes-preview#VS2019_Preview1 。
在运行安装程序之前，您需要确保你的Windows Update下的所有的待更新补丁安装完毕，关闭杀毒软件和防火墙，清理%temp%文件夹下所有的内容，然后以管理员身份运行exe文件。

如果还是不行，你有什么特殊的需要需要使用VS2019 嘛？
目前VS最稳定的版本是VS2017，你可以尝试下载VS2017 community 进行使用
